Understand the site before choosing the home
Before choosing a modular or prefabricated home, check whether residential use and your specific project are feasible on that plot. An owner's willingness to lease, or a nearby house, does not establish permission for your project.
Define how many people would live there, whether guests are involved, which services are needed and the phases of land use. Required space includes access, sanitation and supporting works as well as the module. Locate the plot in the correct municipality and request a review of territorial conditions for that proposal. A nearby home may have different permission, age or circumstances and is not authority to reproduce it. Keep location and size open to revision while answers remain outstanding. Selecting a catalogue reference before understanding restrictions can result in an advance difficult to recover or a design unsuitable for the site. Let documented constraints guide the product choice.

The manufacturing method alone does not establish an exemption from a building permit. Minvivienda distinguishes certain lightweight structures from buildings based on their characteristics. Check your specific case with the competent authority and a professional, including foundations, occupancy and technical conditions.
Ask the supplier for technical information about the system and installation. A commercial promise of quick assembly does not replace checks on permitted land use and applicable requirements.
Give the professional drawings, materials, use, foundation, anchors and planned connections. Ask which characteristics determine the process and which documents remain missing instead of turning the word demountable into a conclusion. Read the Ministry’s circular in full, including its conditions and the distinction between structures and buildings. Even an installation exempt from one particular procedure may remain subject to other applicable rules. Distinguish authority assessment from manufacturer assurances and owner’s authorisation. If the module or its siting changes, establish whether the earlier conclusion still applies before carrying out works. Retain the technical description with the response so another reviewer can recognise the proposal actually assessed.
Also check whether a current special regime applies to the case. Legislative Decree 1422 of 2026 contains a temporary prefab-housing measure within the August-earthquake emergency scope and for people with accredited direct impact. Its territorial and personal conditions prevent treating it as a nationwide exemption based solely on the product name. Have the authority and professional assess the route and current requirements before relying on an exception.

Your preferred term and the owner's acceptable term are negotiation points, not automatic rights. Have the agreement legally reviewed and record the owner's authorized activities, use conditions and each party's responsibilities.
Describe the granted area in an annex allowing identification and use of agreed access. Identify who can undertake obligations and the authority of any representative; receiving a key does not establish the entire right. With advice, explain what happens if permission is refused, services do not arrive or the home cannot be delivered as planned. Separate permission to install from ownership, removal or compensation for improvements. The Civil Code contains lease and improvement rules with particular conditions, so automatic reimbursement should not be promised. Have the actual regime and wording reviewed before making the land the basis of a substantial investment. Document the agreed response to each unresolved condition.
- Term, renewal, termination and return of the land.
- Rent, currency, payment frequency and agreed adjustments.
- Permission for works, who pays and what happens to improvements at the end.
- Maintenance, utilities, insurance and handling of breaches.
Consider the full cost of living there
Beyond rent and the home, ask about transporting modules, truck access, levelling, foundations, connections and sanitation. The technical solution must suit the slope, soil and water conditions; a catalogue price may not include these items.
Obtain quotations with matching scope and review exclusions before adding amounts. If the module rate already includes transport or foundations, avoid adding them again; if excluded, do not leave them at zero without explanation. Also budget design, studies, procedures and commissioning using evidence for the actual operation. EPM describes feasibility-to-connection steps within its service area, but project costs and conditions need a specific response. Separate rent, initial investment, recurring expenses and cash for delays. The home price per square metre is not automatically the total cost of living on the land for the agreed term. Include the eventual cost of departure when comparing alternatives.

Describe your project, preferred term, budget and outstanding questions. LoteMedellin works with construction companies to assess selected homes and projects, including 30/70 options. The provider, scope, interest and other conditions are confirmed for each proposal; collaboration does not establish permits or automatic project approval.
Prepare a record another person can assess without guessing scope: location, requested right, project, duration, budget and outstanding conditions. Identify questions for the owner, supplier and technical or legal review. Retain proposal date and version because a system, area or use change can alter costs and permissions. Expressing interest or downloading a model is not an accepted agreement. The next decision can be a technical visit, municipal enquiry or reviewed draft depending on the unresolved issue that matters most. A useful proposal explains precisely what remains before commitment. It should also make clear which statements are confirmed and which still describe the intended project.

Review the whole route with the supplier: main road, final access, turning space, gradients, unloading areas and crane or other equipment requirements. Do not infer logistical feasibility because a light vehicle can reach the plot. Have the quotation explain where contracted delivery ends and who prepares the assembly area. Technical review must connect these operations with ground, stability, water and site support works. EPM can frame network and connection enquiries; assembly and operating infrastructure need their own scope. Imagine a module fitting the planned area but needing transport across someone else’s access: reducing house size does not necessarily solve that problem. Establish passage rights and conditions, an alternative route and cost before ordering. Update design, offer and owner agreement if the plan changes. Fast factory assembly does not describe all the work or temporary land availability needed to carry it out. Assign each preparation to an owner and verify readiness before committing delivery dates.

As a hypothetical example, imagine several years of occupation requiring works valuable only at this site. The term alone does not establish recovery of that investment. Build a timetable including investigations, permissions, commissioning and departure, then compare income or payment capacity with rent and expenses. If the start is delayed, ask when rent begins and how much of the term is consumed; that requires a reviewed agreement rather than a rule invented by the platform. Also consider loss of a necessary condition and changes in the lessor’s right with case-specific advice. The Civil Code distinguishes circumstances in which third parties must respect a lease; a long term does not guarantee all of them. Examine lower-investment alternatives or removable elements without assuming they can always be detached without damage. The project needs a coherent explanation of continuity, costs and exit as well as enthusiasm for the housing model. Keep the uncertainties visible when comparing it with another site.

Prepare an initial inventory with boundaries, photographs, condition, installations and services. Then distinguish module, foundations, networks, fences and site works: their retention or removal solutions can differ. For each element, describe who pays, who authorises changes, retained evidence and end-of-term treatment, with legal review. General permission for improvements does not automatically settle compensation or responsibility for restoring the land. Budget equipment access for removal and treatment of services or materials remaining in place. At return, retain a record, readings, keys, observations and outstanding matters without blanket acceptance of unchecked conditions. Civil rules on return and improvements frame the review, but their application needs facts and agreement. This preparation helps determine whether the lease and home fit the whole project, including the day occupation ends. A departure plan can change the suitability of an apparently convenient installation before any advance is paid.

Initial enquiry: five questions before discussing a home
Fictional introductory case: someone wants to lease land and explore a prefabricated home but has no defined parcel, term or supplier. These questions prepare the enquiry; the economic feasibility guide then develops budget and exit.
| Frequently asked question | Useful initial response | What to bring to the next discussion |
|---|---|---|
| Must I choose the home first? | Define needs and preliminary scope, but assess land, access and project together. | Use programme, occupants, approximate location and site questions rather than a catalogue alone. |
| Does prefabricated mean permission is resolved? | The system’s name does not itself resolve use or case-specific procedure review. | Project description and location for enquiries with the municipality and relevant professionals. |
| What should I ask about the lease? | Space provided, duration, payments, maintenance, improvements and exit need agreements reviewed for the transaction. | A list of needs and negotiation points rather than assuming every improvement can be retained or removed. |
| How do I enquire about builders and 30/70? | The project works with builders for participating selections. Ask which scope, rate and conditions are offered for your case. | Separate land and home where relevant; 30% upfront, 70% balance and a maximum of 60 monthly instalments do not imply automatic approval. |
| What if my plans change? | Assess continuity, improvements, removal and return according to the agreement and case before investing. | Take your horizon and budget limits to the feasibility guide to compare a hypothetical early exit. |
