The construction-on-own-site product does not buy the plot. Coordinate ownership, permits, budget and timing before relying on financing.

A checked box is your own note. It does not verify documents or complete a procedure. Timelines depend on the file and the relevant authority.
Separate buying the plot from building the home
The Fondo Nacional del Ahorro's construction-on-own-site product concerns housing on a member's property with the corresponding building permit. Its product page expressly excludes buying the plot. This distinction changes your project's sequence: finding appealing land, being able to acquire it and financing a home afterwards are three separate decisions. A positive discussion about housing finance should never be presented to the seller as confirmed money for buying the land.
Prepare two independent budgets and a worksheet connecting them. The first should identify the property price and acquisition expenses. The second should describe the construction and its funding. If you need one financing arrangement to cover both stages, explain that requirement before signing a purchase promise. A structure that works only because somebody confuses the purposes of the funding is not yet ready for a financial commitment or a binding timetable.
Present your circumstances before presenting the house
A useful first conversation explains who is applying, which property they hold and what they intend to build. Bring a one-page summary identifying the municipality, property, preliminary budget and document status. Ask which product the institution can consider and which current requirements apply to your circumstances. Avoid sending a large package of personal records to a contact whose identity you have not checked through the institution's official service channels.
A household may be able to afford a payment while still needing to clarify ownership, another person's involvement or how income should be evidenced. Do not conceal these conditions in the hope of resolving them after approval. Record the response, the responsible contact and the outstanding documents. A good enquiry reduces uncertainty. Its value does not depend on the number of forms completed or the number of optimistic verbal answers collected on the first day.
Financing does not settle the property's planning position
The financing file and the planning file should move forward together. Sufficient repayment capacity does not confirm the permitted use, setbacks, access or feasibility of the home you imagine. Organise the municipal answers applicable to the property and check the project against its permit and drawings. Medellín's rules do not automatically extend to Rionegro, Guarne or El Retiro merely because those municipalities are nearby or share a countryside setting.
If land is marketed with a prefabricated home, ask the proposal to identify the building system, foundations, floor area and installations. A catalogue image cannot establish those details. When speaking to the institution, distinguish documented matters from outstanding questions. If the design changes to meet the budget, revisit the technical and administrative implications as well. Reducing a quotation does not by itself change the project that was authorised or the documents supporting it.
Build a budget that explains its exclusions
A quotation for the structure may exclude delivery, earthworks, drainage, connections, studies, finishes or supervision. Request a table stating what each supplier includes, who carries out each item and when payment is due. Keep a separate section for work that does not yet have a firm price. An uncertainty with a named person responsible for resolving it is more useful than a low placeholder inserted to make the total look financeable.
Work with three scenarios: the initial scope, a reduced scope and an overrun. The reduced version should retain the components needed to finish a usable home; it should not postpone essential systems indefinitely. The overrun scenario should identify where additional money would come from. Our construction calculator helps add the items, but consistency between quantities, contracts and the actual project still depends on checking real quotations and supporting documents.
Check the cash available at each stage
The FNA product page describes disbursements linked to construction progress and its verification. For your own planning, ask which documents trigger each payment and how progress is reviewed in your particular file. Do not confuse the total financing amount with money available on the first day. A supplier's payment schedule may require funds before the anticipated release of a loan instalment.
Consider a hypothetical example: the supplier requests COP 30 million at contracting and COP 40 million before manufacturing. Your worksheet should show who covers those COP 70 million, when, and under which conditions the money is recovered or applied to the works. If the answer depends on a disbursement without a confirmed date, negotiate the schedule before paying an advance. The answer may involve rearranging milestones, reducing scope or increasing your own funds. Concealing the mismatch does not resolve it.
Compare peso and UVR arrangements with separate scenarios
The Banco de la República explains UVR as a unit of account linked to the consumer price index. An amount expressed in UVR should therefore not be read as a fixed obligation in Colombian pesos. Before comparing products, ask which unit expresses the outstanding balance, how payments are calculated and what may change during the term. Request understandable examples using the same principal and time horizon.
Our fixed-payment peso simulation does not reproduce a UVR loan. Use it only for the scenario it actually describes. In your financing discussion, also test a temporary income reduction, a construction delay and higher household expenses. Compare the cash remaining after housing payments rather than just the first instalment. A manageable scenario should allow ordinary obligations to be met without relying on future land appreciation or the ability to sell the home quickly at a hoped-for price.
Align the construction contract with the financing
The building contract deserves a reading separate from the credit application. It should make the scope, deliverables, changes, responsibilities and consequences of delay understandable. Ask how each milestone will be evidenced and what happens if an item needs correction before the project can continue. Keep the versions of drawings and budgets used as references, so a later dispute does not depend on a sales promise that never entered the agreement.
For a prefabricated project, pay attention to the point where manufacturing ends and installation on the land begins. Transport, unloading, machinery access and foundations may involve different parties. Establish how they will coordinate rather than assuming the lender or manufacturer will resolve every gap. Downloadable models can organise initial questions; the document you sign should be adapted to your transaction, its particular risks and the appropriate professional review before any binding commitment is made.
Take a specific enquiry and retain the response
Your next step may be a guidance meeting supported by a concise file: applicant circumstances, plot identification, use and permit, an itemised budget and cash timetable. Raise the questions that could stop the project first, such as property eligibility or a mismatch between advances and disbursements. Ask the institution to distinguish commercial guidance, a formally submitted application, approval and the conditions required before funds can actually be released.
Keep dated answers and update the file when the design, contractor, income or price changes. Establish a decision point before committing each significant amount. If a critical condition remains unresolved, record what is missing and who can confirm it. Financing then becomes more than a general expectation: it becomes a checkable sequence of decisions that you can explain to your family, the seller and the professionals supporting the construction work and its financial planning.
Preconditions for an owned-site construction enquiry
Organise land acquisition separately from housing finance. The consulted FNA product excludes buying the lot. Completing this worksheet prepares questions without establishing affiliation, property acceptance or approval.
| Item or decision | Information and evidence for your copy | Next check |
|---|---|---|
| Acquired land or acquisition still outstanding | Applicant’s current interest, title, folio, land payment and intended funds for acquisition. | Clarify how land acquisition will be funded without assigning its price to a product that excludes it. |
| Applicant profile and consulted product | Applicant’s position, product, received requirements and dates of official information and enquiry. | Obtain confirmation for the actual profile; reading requirements or collecting records does not establish acceptance. |
| Project, licence and building system | Location, plans, relevant licence, budget and specifications of the system to be financed. | Ask expressly about this property and system; owned-site construction does not automatically confirm prefab or leased-land acceptance. |
| Construction milestones against disbursements | Builder payments, progress records, institution checks and funds available between stages. | Identify advances due before disbursement and agree a solution; the total facility is not opening cash. |
| Pesos, UVR and proposal cost | Unit, rate, term, insurance, charges, security and terms in the individual proposal. | Have variation and timetable explained; do not use a fixed-peso simulator as a UVR projection. |
