Use the announcement to refresh scenarios and actual offers; the central bank rate is not your loan rate.
An adopted decision with a defined date
On 30 September 2026, Banco de la República announced a 25 basis point increase in its policy interest rate to 12.25%. The minutes were published on 5 October. For someone assessing land, this is a prompt to review financing rather than a new tariff for land loans. This analysis has a 14 October information cutoff and separates the announced fact from our practical interpretation. A transaction may use savings, borrowing, deferred payments or a combination, so the same announcement affects buyers differently. Before changing your decision, identify which portion of the project needs financing and when. If disbursement follows studies and procedures, a quotation obtained today may not describe the conditions available at that later stage. The useful task is to update documents and assumptions without turning a macroeconomic announcement into an automatic forecast for the price of one particular parcel or a promise about the next monetary decision.
The reference rate reaches lending through several channels
The bank's educational material describes transmission with lags through interest rates, credit and other variables. Our practical implication is straightforward: examine the actual offer rather than mechanically adding the announced movement to an earlier instalment. A contract may have a fixed rate, a variable reference or terms still dependent on the applicant's assessment. Ask the lender to identify the calculation basis, review frequency, maturity and associated charges. Compare equivalent measures and request clarification of differences between effective and nominal rates. A general mortgage conversation does not establish that a product accepts undeveloped land or that the parcel satisfies collateral requirements. A sales simulation is also different from approval. Keep the dated proposal and its conditions, identifying which terms are firm and which remain subject to evaluation. This turns an abstract discussion about high rates into a specific question about an obligation you might actually undertake under a defined agreement.
Land needs cash before it produces income
In a hypothetical housing project, purchasing land precedes design, procedures and construction. Those months can create expenditure without project income. Prepare a timeline covering the deposit, studies, acquisition expenses, loan payments and construction disbursements. Use plausible dates explained by the responsible advisers rather than an optimistic calendar designed to make the totals work. Distinguish available resources from expected resources that have not been committed. If selling another asset is necessary to complete the purchase, include a scenario in which that sale takes longer. This exercise does not require predicting the bank's next meeting: it requires checking whether obligations can be met under the agreed conditions and a less favourable timetable. A financial adviser can review the overall structure. Our editorial interpretation is that liquidity while waiting deserves as much attention as the interest rate, because an appealing parcel does not pay its own instalments while the conditions for its intended use are being established.
Test three questions without inventing a rate forecast
Consider one scenario using the available offer, another with higher costs where the product permits variation, and a third with relevant delays. These changes must be identified assumptions rather than numbers attributed to the central bank. For each scenario, ask how monthly obligations change, where cash reaches its lowest point and which expenditure can be postponed without breaching commitments. Do not treat deferred spending as eliminated spending: some payments merely move to another month. If the project depends on a quick profitable resale, also model a less favourable exit and the costs of holding the property. The purpose is to identify dependency rather than establish guaranteed returns. A monthly cash balance table often reveals more than an isolated annual rate. Keep unknown items outstanding with somebody responsible for obtaining a quotation. Filling gaps with zero creates an appearance of precision that may encourage obligations disproportionate to the information actually available when the decision is made.
Compare loans against the same property and scope
Give lenders a consistent description of the property, buyer and intended transaction. An offer for a completed home and another for working capital are not necessarily equivalent ways of buying the same land. Request the amount that can actually be disbursed, required equity, collateral conditions and any preliminary step affecting timing. Examine insurance and linked charges without assuming every product includes them in the same way. Ask what happens if signing changes date or the valuation accepted by the lender differs from the negotiated price. That answer may change the cash contribution even when the interest rate stays unchanged. Keep interest, total cost and flexibility separate: a lower instalment can reflect a longer term or another payment structure. Assess documents supplied by each institution, and have the differences explained before choosing a product because of one prominently advertised number that may not describe the whole financial commitment you would make.
Deferred seller payments also carry financial risk
A seller may offer direct instalments and describe them as an alternative to a bank. That arrangement needs its own review: timetable, currency, any interest, security, default and transfer conditions must be understood. The absence of a published rate does not necessarily mean free finance; the price and obligations can distribute its cost differently. Consider whether the property investigations will be complete before a payment becomes due. An obligation falling during technical investigations can pressure a premature decision. Ask the lawyer to relate payments and legal acts precisely, and ask the financial adviser to check cash flow. September's decision supplies monetary context but does not validate a private arrangement or resolve ownership risks. When either party changes timing or the initial contribution, refresh the whole comparison. Looking only at the advertised instalment may conceal a large final payment or a condition dependent on another asset being sold within the expected time.
A monetary announcement does not set a property's discount
It is tempting to translate a rate increase into a universal land discount. The consulted announcement supplies no such calculation for Medellín or an individual parcel. A negotiated price also depends on location, rights, access, possible uses, the parties' urgency and relevant commercial evidence. Our methodological recommendation is to discuss verifiable expenditure and payment capacity without presenting a hypothesis as an observed market fact. Commission a valuation with an appropriate date and scope if one is needed; a news item cannot replace it. For a seller, one buyer's reduced borrowing capacity does not necessarily mean every interested party faces the same constraint. Separate willingness to negotiate from an assumed general decline. Conversations improve when both parties recognise which conditions have been established and which have merely been modelled. They can then assess price, timing and responsibilities together instead of invoking the central bank as an automatic justification for any particular offer or asking price.
Refresh the file before the next commitment
A reasonable immediate action is to review the financing file with a date attached to each document. Check for a quotation applicable to the parcel, a studies and acquisition budget, a disbursement timetable and an explanation of assumptions still outstanding. Assign responsibility for obtaining answers and schedule a review before the next significant commitment. When the lender's offer changes, recalculate obligations rather than updating only the opening summary. When the project changes, confirm that financing still fits its new scope. Preserve the announcement and minutes as dated contextual sources so a future reader does not mistake this analysis for the rate prevailing on another date. Buying, postponing or withdrawing requires consideration of individual circumstances with professionals where appropriate. The announcement gives a reason to ask better questions; the eventual decision should rest on the property conditions, documents and resources that can actually be sustained throughout the intended process, including the period before construction starts.
Debt sensitivity: hypothetical before and after
Teaching example independent of the BanRep decision: COP 100 million debt, 24 end-of-month payments and no extra charges. Assumed monthly rates of 1% and 1.2% are compared; these are neither bank offers nor automatic transmission of the policy rate.
| Controlled variable | Scenario A: 1% monthly | Scenario B: 1.2% monthly |
|---|---|---|
| Same balance and term | COP 100,000,000; 24 months. A purchase down payment would be a separate item. | COP 100,000,000; 24 months. Property and balance remain unchanged rather than hiding a difference behind a lower payment. |
| Explicitly assumed rate | 1% effective monthly, constant throughout the example. This is not the BanRep rate. | 1.2% effective monthly, constant throughout the example. This is a chosen sensitivity assumption. |
| Amortising instalment | Approximately COP 4,707,347 per month. Formula: P × i ÷ [1 − (1 + i)⁻ⁿ], with P = 100 million, i = 0.01 and n = 24. | Approximately COP 4,820,207 per month using the same formula and i = 0.012; about COP 112,859 more before rounding. |
| Mathematical total of 24 payments | Approximately COP 112,976,333 before rounding individual instalments. Charges excluded from the example are not included. | Approximately COP 115,684,956 under the same assumptions. Reconcile rounding in an actual schedule. |
| Missing items | Insurance, fees, disbursement dates and charges are excluded here and pending in a real offer. | The same exclusions apply. A calculated instalment does not alone represent the complete cost. |
| Action after the news | Keep the dated offer and ask the lender about validity, rate, schedule and total. | Update only actually offered terms; the 30 September news does not rewrite every contract. |
