Explain what needs to be supplied
Start with a simple brief: permanent residence or visits, intended users, important equipment and possible future changes. Do not calculate universal capacities here or copy another home's demand. Give those assumptions to professionals and providers so they can identify the information needed. EPM describes project connection processes; our editorial recommendation prepares a common brief before requesting availability. Separate services essential from the beginning from alternatives you would consider investigating. If you work remotely, for example, connectivity needs its own enquiry even when other networks are understood. Record which interruption would conflict with the activity and what backup would need pricing. This exercise converts land with utilities into separate questions about water, sanitation, electricity, fuel and communications. Only then can budgets be compared against the same use and omissions identified where an offer excludes a requirement important to your particular project.
Identify the organisation and delivery point
Create one row per service identifying the organisation consulted, coverage requiring confirmation, proposed delivery point and existing document. EPM maintains distinct project channels for water, electricity and gas; that institutional separation helps avoid treating one response as sufficient for everything. Where another provider applies, ask for its procedure without assuming EPM's process transfers. Ask the owner which contracts or communications exist and which property they concern. A bill may identify a current service, but the team must examine whether it addresses the new brief. Record who will submit the enquiry and what authorisation is needed to provide background. Our workflow avoids sending complete files to many recipients without a purpose. Establish who examines the case first, then supply relevant information through an appropriate channel. If different accounts name two organisations, keep coverage pending until a location specific response can establish the relevant provider.
Separate mapping from a connection response
EPM's portal distinguishes network mapping from the water service access process. Mapping helps orient an enquiry, while a project response must be read with its conditions. During a hypothetical visit you see a pipe near the boundary; its meaning and the proposed connection still require investigation. Do not allow that photograph to become a claim of approved availability. Ask the adviser what information remains missing about delivery point, works or coordination with other designs as relevant. Retain the request reference, date and brief version to connect subsequent responses. Our file also records whether the enquiry has yet to be submitted or a document has already arrived. That distinction supports negotiation of specific tasks with the seller and reserves budget space for unknowns without claiming that a nearby network guarantees adequate supply or immediate connection for every use you might propose on the land.
Ask about the complete electrical project
Prepare an equipment and usage schedule with the adviser before making an electricity enquiry. EPM's official construction channel helps identify the relevant process where its coverage applies. Our workflow separates the provider response, external works, installations inside the parcel and construction stage requirements. A visible pole answers none of those four questions by itself. In a hypothetical example, additional equipment is added after an initial home quotation; request a brief review instead of assuming the budget remains complete. Ask who coordinates design and execution and which exclusions remain. If autonomous backup is proposed, compare a system with operation and maintenance rather than an isolated purchase assumed to remove every dependency. Keep provider response conditions and commercial supplier assumptions. This helps distinguish costs attributable to the parcel from those arising through particular choices about comfort, equipment and the desired continuity of service for the intended use.
Compare fuel and communications against your needs
EPM's gas project channel supports a specific enquiry where relevant; it does not make every area a served location. Ask which part of the proposal depends on that service and which alternatives require professional evaluation. Our method also opens a separate communications row: provider, evidence of service at the location and verified conditions for the intended use. Do not infer sufficient coverage from a momentary signal on the seller's phone. For hypothetical remote work, a visit may inform an agreed test, but contracting and continuity need examination through their own documents. Compare recurring costs and limitations against the same scenario. An alternative should not be described as equivalent merely because it powers one appliance or opens one webpage. The purchase question concerns whether the complete operation you require can be supported and under which documented conditions for that particular property and programme.
Treat sanitation as a separate question
A drinking water response should not automatically be treated as an answer about wastewater management. Ask which services and conditions the provider actually assesses, and have the professional identify authorities relevant to an alternative. MinVivienda's published sector framework provides institutional context; this article neither approves an individual solution nor prescribes universal distances, equipment or permissions. Our record asks for the intended use, preliminary location and relationship to other project elements. Where a seller advertises an installed system, request its background, scope and operating responsibility without opening unfamiliar installations during a visit. The person accepting an inspection should define the appropriate work. Separate physical existence, claimed operation and verifiable support. This prevents budgeting only for an incoming connection while treatment or discharge remains unexamined, and supports comparison between parcels that may need very different investments to meet an equivalent sanitation requirement for the proposed activity.
Compare the cost of an equivalent operation
Imagine two parcels with similar prices: one has recent responses for the brief, while the other shows nearby networks with requests pending. Prepare four cost groups: investigation, preparation, private installations and recurring operation. Mark unknown where the scope remains insufficient for pricing. Our editorial comparison does not automatically penalise the second parcel; it shows which enquiry might change its position. Request quotations with explicit exclusions, validity and assumptions, avoiding double counting works already included elsewhere. EPM's connection sequence helps recognise that stages require different inputs. Record which payments would arise before the property could be used. An apparently cheaper option may require more early cash or coordination between suppliers. The useful decision is to continue an enquiry, negotiate who completes the background or reject a dependency incompatible with the timetable, rather than invent costs merely to produce a precise ranking of alternatives with unequal evidence.
Keep a file that survives the negotiation
At completion, assemble one record per service showing the brief, organisation, response, conditions, defined cost and outstanding issues. Identify who updates it when the project changes. Avoid describing an ongoing request as approved or mixing another property's response into the parcel file. Our format proposes a closing meeting with advisers to translate documents into decisions without replacing their responsibility. For negotiations, state which evidence is needed before the next commitment and ask the lawyer to reflect relevant conditions. Sellers can answer more precisely with dated information and scope than with a general claim about all utilities. The file shows what can be supported today, what depends on subsequent action and what remains unknown before the land can serve the intended purpose. Update it when a material response arrives, retaining clearly marked earlier versions so nobody continues working from assumptions that have already been superseded.
Utility evidence register
Use one row per utility and enquiry date. The texts are working fields rather than connection certificates. A visible network and a response for another project do not establish availability for yours.
| Utility and enquiry | Response and scope to record | Works, cost and next check |
|---|---|---|
| Water: project and demand | Provider, property reference, described use, date and response number. Request scope and delivery conditions. | Identify network, works and responsibilities; record quoted price and validity or mark pending rather than assuming no cost. |
| Power: loads and delivery point | Describe equipment and the project to the provider. Keep its response on conditions for the requested supply. | Separate connection, required network and project installation. Request comparable quotations and exclusions. |
| Gas: service or alternative | Enquire for the location and use; do not infer connection because a neighbour is served. | Record each solution’s scope, operation and recurring supply. Leave unanswered conditions open. |
| Communications: required performance | Ask the chosen operator about coverage and conditions at the intended use point, recording date and need. | Separate installation, equipment and recurring payments. A signal observed during the visit does not guarantee continuous performance. |
| Sanitation: project-specific solution | Describe occupancy and enquire about relevant service or alternatives; identify who assesses and responds. | Record design, works, operation and pending enquiries. Do not mark sanitation resolved merely because water is addressed. |
