THE MAIN POINT

DANE’s new bulletin gives different signals across reporting periods. How to use the figures without confusing permits, land sales and project feasibility.

01

The release and its meaning

DANE published its August construction licensing statistics on 15 October 2026. In Antioquia, approved building area rose 9.4% compared with August 2025. Yet the January-to-August total was 2.1% lower than in the same period a year earlier. Both figures can be true: they compare different reporting windows. The results are preliminary. 1.

For someone looking for land, the useful question is how this publication helps put an opportunity in context. Our editorial interpretation is that a positive departmental month warrants closer investigation of a project; it cannot establish demand for an individual plot or predict its price. The practical questions below are our suggested working method, rather than DANE conclusions about a particular investment.

Three reporting windows, three different questions

The bulletin supplies a third reference: over September 2025 to August 2026, Antioquia’s licensed area increased 0.9% against the preceding twelve months. Nationally, the August year-on-year change was a decline of 10.0%. The department and the national total must remain separate. 1.

A useful reading habit is to write the full comparison period next to every percentage. August against August answers a different question from January–August against January–August. If a sales presentation highlights only the positive result, we would ask for the accumulated comparison and the source as well. Selecting whichever figure best supports an offer makes it harder to assess that property on the same basis as other opportunities.

Understand what is being counted

ELIC records building area authorised under construction licences, including new construction and extensions. Its scope concerns formal construction and prior authorisation. The bulletin’s introduction describes monthly collection from urban curators and the relevant municipal licensing entities. 1.

The unit matters: square metres approved for building are not square metres of land sold. Nor would we count a licence as a completed home or a signed purchase agreement. In a discussion with a seller, we would keep four folders distinct: statistical context, property documents, the construction proposal and commercial terms. A general chart can then guide questions without taking the place of documents that are still missing from the enquiry.

Antioquia is not the municipality or the rural locality

The departmental percentages cited here do not separately describe Medellín, Rionegro, El Retiro or an individual vereda, a rural locality. We have not calculated municipal results for this article. The official portal provides municipal series and a geographic viewer for further investigation; we do not attribute unverified figures to those resources. 2.

Before comparing two parcels, we suggest agreeing on the market you are trying to understand. A rural project for one home and an urban apartment development raise different questions. Recording the municipality, location, intended use and project type makes requests for information more precise. When only a departmental figure is available, we would retain that limitation in the analysis rather than filling in the local picture by intuition.

What an owner can do with the release

The bulletin can provide a starting point for improving how you present your land. We would prepare a sheet separating documented information from matters still needing confirmation: property identification, area supported by documents, access, available information about utilities and any project already investigated. Alongside each commercial statement, add the supporting document and the date it was reviewed. Empty fields can remain open questions rather than becoming assumptions.

We would not turn the 9.4% result into a selling-price increase. If you are reconsidering your asking price, request specific comparables and an explanation of their differences, including location, size, available documentation and negotiation terms. An advertised amount and a completed transaction provide different evidence. Our land purchase due diligence guide can help organise questions that emerge while you prepare this material.

What a buyer or prospective builder can do

For a buyer, we suggest converting context into checks. Which part of the plan depends on an expectation that has not been confirmed? What document would resolve it? Who will review that document, and before which commitment? Recording the answers makes alternatives easier to compare, even when one has a more polished presentation. Our guide to building permits, height and floors explores questions about what a plot can accommodate.

For a prefabricated home proposal, request a budget tied to the location and agreed scope: transport, site preparation, foundations, connections, installation and excluded items. These are preparation questions we suggest, not costs measured by ELIC. The construction budget tool helps organise line items; the project phases guide helps sequence decisions before hiring a supplier. A general rise in licensed area does not answer these project-specific questions.

Keep a decision sheet alongside the figures

We can organise the analysis under five headings: figure used, geographic scale, comparison period, supporting document and decision still unresolved. For example, beside “Antioquia, August against August,” we would record the need to check relevant municipal information and the property documents. That small annotation stops a valid statistic becoming an answer to a question it was never designed to resolve.

Keep the sheet in the land dossier with quotations and open questions. Where several people are involved in a purchase, it helps to agree which answers are sufficient to move forward and which need further review. The purpose of our suggested method is to make the next step verifiable: request a document, compare a quotation or clarify a condition, rather than decide from a news headline alone. Record who will obtain each missing item and when you will revisit the decision.

Publication dates, revisions and limits

This interpretation was prepared on 17 October from a release dated the 15th and observations for August. It does not describe activity measured today. DANE flags revisions to June 2025 and July 2026 following late or corrected information. Keeping the bulletin version helps explain future differences. 1.

This is statistical news. It announces neither a new law, a POT planning change, permission to build on a particular property nor financing terms. Our contribution is to separate the reporting scales and suggest an enquiry method for owners and buyers. A specific assessment still needs its own documents and responsible reviewers; case-specific legal questions should be taken to the appropriate professional.
