THE MAIN POINT

Use the cadastre to connect property information and review the legal evidence separately; a record or property tax receipt does not replace that review.

01

A specific delivery with two different dates

On September 30, 2026, IGAC reported that 75 families in Turbaco, Bolívar, received property titles at a September 25 delivery. The article credits coordinated work by the Superintendence of Notaries and Registry, the municipality and IGAC, which contributed technical support and cadastral information. Future continuation is presented as a municipal projection rather than another completed delivery. For a land buyer in Antioquia, the news has conceptual value: it shows a process bringing together different actors and evidence. It does not establish that an individual seller benefited or that every legal problem can be resolved through the same route. Our editorial reading starts by identifying what each document does before negotiating. Record the sales claim, the person or organisation supporting it and the missing enquiry. This simple evidence map helps prevent positive institutional news being transformed into an unjustified promise about an entirely different transaction involving another property.

02

What cadastral information can contribute

Resolution 1040 of 2023 expressly states that cadastral entry does not constitute ownership title or cure defects in title or possession. This distinction allows the cadastre to be valued without assigning it a function it does not perform. When organising a purchase, use cadastral data as one identification component to be related to legal documents and the land observed. Prepare a table of property identifier, location, reported area, date and issuer; do not assume two records are identical merely because they share a similar name. Describe any discrepancy precisely and refer it to the appropriate professional. IGAC official records preserve the cadastral framework and amendments; an old screenshot cannot establish the procedure applicable today. Our suggested workflow asks the competent manager about the specific process before promising a correction. An inconsistency may require additional background and cannot automatically be resolved by editing a plan or paying a property tax bill.

03

Connect the title with its registration history

Law 1579 of 2012 describes the property folio and certificates reproducing its entries. For a transaction review, ask the lawyer to connect the acquisition instrument, identification of the property and registry information consulted. The certificate date matters because it reflects the situation at a specific moment. Our editorial method retains a review record identifying the document, date and question answered, rather than accumulating a folder whose contents nobody explains. If the seller presents a deed, ask which act it contains and how that relates to the right being offered; do not assume every deed represents the same right. This article should not be treated as a title examination. Professional investigation must address the particular transaction and its history. An advertisement saying all papers are in order is too broad for a decision. Ask for every assertion to become a verifiable reference and a conclusion with an identified person responsible for its assessment.

04

Make sure everyone is discussing the same land

Imagine a hypothetical case: the seller shows a record with an old address, the advertisement uses the name of a subdivision and the visit ends at a strip beside a fence. None of those references alone establishes that the complete document set corresponds to the space being offered. Ask the lawyer and measurement professional to read the same background together. One examines the legal relationship; the other explains what can be represented and checked physically within the commissioned scope. The folio described by Law 1579 includes identification elements; that structure helps organise questions rather than resolve every divergence automatically. Mark the areas or boundaries asserted by the owner and the sources supporting them in your record. Keep outstanding parts distinct. The purpose is to prevent negotiations about square metres or access moving ahead when their documentary correspondence has not yet been sufficiently examined by the people responsible for that assessment.

05

A formalisation route is not a guaranteed deadline

The outcome reported in Turbaco belongs to those families and that particular process. Its duration should not be used to calculate how long another seller needs to resolve a different situation. Our proposed way to assess a formalisation promise asks for the procedure, authority, documented status and outstanding material. Distinguish a preliminary conversation from a filed request, and ongoing action from the final outcome the purchase would require. If the offer depends on a future response, the legal adviser should examine how that affects commitments and timing. Avoid paying for certainty that does not yet exist. Equally, do not describe every outstanding situation as impossible: the useful question is which evidence supports assessment and whether it fits your tolerance, schedule and purpose. The institutional case illustrates coordination and continuing work; it cannot sell an automatic solution for properties outside the programme or transfer its circumstances to Medellín.

06

A receipt and a name are inputs for investigation

A visit may produce a property tax receipt, utility bill or community statement. Record what each document establishes, its date and the address concerned, rather than grouping everything under a label of secure ownership. The cited cadastral rule explains why database inclusion and ownership require separate review. Consider a hypothetical example: somebody provides a bill identifying the place where a service is supplied, while the acquisition instrument requires a different analysis. The task is not to dismiss the bill but to stop demanding a legal conclusion outside its purpose. Ask the lawyer for a short list of background documents and establish which ones the owner can provide. Protect identities, contact details and personal information when sharing them. During an initial comparison of properties, recording that a particular right still needs examination is usually more useful than attaching many receipts and treating the volume of paperwork as proof that uncertainty has disappeared.

07

Use discrepancies to define the next step

Where data disagree, separate the problem description, possible consequence and recommended next action. In a hypothetical purchase, the advertised area exceeds that in an earlier document and the owner offers to correct it later. First ask the team to explain what is being compared and whether the discrepancy matters to the intended use. The relevant process can then be considered with the competent authority; this article does not determine which one applies. The official record for Resolution 1040 shows a framework with amendments, so a generic recipe borrowed from another transaction may be out of context. Negotiate verifiable tasks: delivery of background documents, professional review and necessary responses. The lawyer can translate the findings into conditions appropriate to the transaction. Do not let a discount or verbal promise alone transform an unknown inconsistency into a supposedly minor, fully costed obligation that nobody has actually investigated for the property being offered.

08

A concise file makes the decision explainable

At the end of the assessment, keep a cover sheet identifying the property, right offered, person offering it and questions reviewed. Add references to documents and professional conclusions, noting outstanding issues and dates. This organisation is an editorial proposal for clarity rather than a certificate of legal security. State which fact would support proceeding and which incompatibility would require withdrawal or a different project. News about title delivery has public value because it reports an outcome for particular people; your transaction requires equally specific evidence of its own. Revisit the information when the counterparty, object offered or documented situation changes. If you stop, record the reason without accusations unsupported by the evidence. Sellers should present every document with its function and scope. Such transparency helps a buyer commission the appropriate review, distinguish physical information from legal evidence and understand what needs resolution before the next commitment in the purchase process.
