THE MAIN POINT

Tourism formalisation, works permission and land-use feasibility are distinct checks that should concern the same project.

01

Describe the operation before choosing accommodation units

Start with a business description: units and guests, stay pattern, offered services, staffing, access and additional activities. Glamping is a commercial description that must connect with the relevant tourism category and obligations rather than an automatic exception for any structure. MinCIT includes glamping among accommodation providers within the regulatory framework. If food, events, excursions or transport are offered, identify additional assessment rather than assuming one registration covers everything. Distinguish current operation from proposed expansion. A single pilot unit may differ from a development with a restaurant and frequent visitors, but small scale does not remove every question. Enquiries and budgeting should describe the same operation so responses are useful. Selecting a product first and seeking compatible land later may create unrecoverable costs. Assessment should begin with the service and guests' actual needs. The business file should identify which features are essential and which can change if site restrictions require a smaller or differently arranged project.

02

Verify tourism use for the actual property

Obtain municipal assessment of classification, use and conditions for the property using precise identity and drawings. Law 388 regulates planning and development procedures; ownership or the lessor's consent does not replace public assessment. Avoid describing habitual accommodation as a family home where the actual operation will receive guests and provide services. The response should identify scope and regulatory basis, distinguishing guidance from a permission or instrument where appropriate. Check environmental restrictions, risk and access conditions affecting the proposal. In Medellín and surrounding municipalities, use the actual jurisdiction and current instrument rather than transferring a rule from another municipality. If purchase depends on a result, reflect that dependency in the agreement with advice. Attractive scenery may lack conditions required by the business. Review should explain whether the proposal can be assessed, necessary changes and matters preventing a conclusion without inventing a general tourism entitlement for all rural land. Preserve the same activity description for subsequent technical and registry procedures.

03

Connect structures and auxiliary works with their procedure

Describe modules, platforms, foundations, paths, parking, networks and service buildings. Material or the ability to dismantle a dome does not itself determine the complete planning and engineering treatment. Ask the professional to identify procedures and documents for the actual project, including exceptional rules only where their conditions are verified. Purchasing equipment does not establish permission to place it at the selected location. Obtain supplier drawings and contractual scope, distinguishing product installation from site preparation. Assessment should consider guest movement, emergency access and maintenance under the actual conditions. For an existing building, compare documentary support and capacity with the intended use before extending it. Photographs of another project do not prove municipal acceptance. The budget should contain all works needed to operate accommodation rather than only the dome's price. Manufacturing decisions should follow essential information capable of changing dimensions, location or system. Connect auxiliary works with the same project file so they are not overlooked because they sit outside the accommodation unit itself.

04

Size water, sanitation and environmental requirements

Accommodation needs suitable water, sanitation, electricity and waste management under actual occupancy conditions. Obtain demand calculations and a documented arrangement, checking provider service or own abstraction and the destination of used water. Decree 1076 regulates concessions, discharges, channel occupation and other interventions subject to requirements and exceptions. An existing domestic arrangement should not automatically be assumed to cover a tourism business with greater demand. If the site overlaps protection areas or management instruments, examine categories and conditions before advertising activities. A water concession likewise does not itself authorise siting accommodation. Identify the environmental authority by location and subject while preserving the municipality's separate competence. The professional should present complete alternatives and outstanding approvals. Budget operation and maintenance: a technically drawn solution may require continuing management and costs absent from the installation offer. The project must sustain the service promised to guests. Keep operating assumptions consistent with the proposed number of units rather than dimensioning services for an artificially smaller version of the business.

05

Check the tourism registration and its limits

Law 300 governs the National Tourism Registry and covered providers, subject to amendments. MinCIT explains that registration is declarative and a prerequisite to providing covered services, while supporting documents must remain available for relevant verification. Registration should therefore not be treated as comprehensive approval of land use, works or environmental conditions. Check category, holder, establishment and applicable registration status, including current update or renewal steps. Do not use another company's or property's registration to support this operation. If a third party operates the business, clarify responsibilities and relationships with the owner and agreements. Review obligations against actual information supplied and current system rules. A certificate displayed in advertising may establish one part of formalisation without answering other essential questions. Maintain separate tourism, municipal and environmental requirements and connect each document with the result it actually demonstrates. The operator should be able to explain the whole compliance route rather than presenting a registration number as a substitute for the underlying site assessment.

06

Prepare service terms and guest handling

Define the guest's service, price, relevant taxes, restrictions, cancellation conditions and support channels with appropriate advice. Law 1480 provides information and consumer-protection rules where applicable alongside specific tourism provisions. Do not advertise accessibility, drinking-water quality, capacity or services without support. Design actual maintenance, cleaning, emergency and data-handling processes suited to the operation, obtaining specialist review where required. For third-party activities, clarify the provider and responsibility rather than allowing photographs to imply nonexistent included services. Ask about applicable safety, child-protection and guest-record obligations instead of copying a generic checklist as certification of compliance. Formalisation does not end when a booking account opens. The business needs people, resources and procedures capable of sustaining the offer. Keep evidence of published information and changes so staff respond consistently to reservations, complaints and authority action. Service terms should match actual infrastructure and operating limits rather than assuming guests will understand limitations omitted from the advertisement.

07

Example: domes sold as an installation requiring no review

An entrepreneur buys several domes after a sales pitch claiming that dismantling means they can be installed on any farm and bookings opened once tourism registration is obtained. Before shipment, advisers review the project and identify outstanding questions about tourism use, platforms, access and environmental conditions. Registration does not answer those questions, and ordered components may need a different layout. This hypothetical example does not claim all domes follow identical procedures or that the project is prohibited. It shows that a commercial category does not determine every public requirement. The entrepreneur organises the evidence before advertising an opening date, compares alternatives and reviews supplier commitments. For leased land, tourism use and investment also need to be reflected in negotiation with the holder. An informed result connects service, works and location, preventing a promise of easy formalisation from transferring unresolved siting problems to a client whose property was never assessed. Opening plans should then follow the documented dependencies rather than the equipment delivery date alone.

08

Verify results before committing to opening

The file should identify tourism, municipal, technical and environmental results, dates and outstanding obligations. Verify that they concern the same holder, location and operation, with professional explanation of discrepancies. Where a procedure is required, filing does not replace the relevant outcome. Connect timetable and investment with those dependencies and retain an operating, maintenance and reasoned contingency budget. Occupancy, room rates and returns are not guaranteed by natural scenery. Before adding units or services, assess consequences for registrations, infrastructure and permissions. This guide received editorial review on 14 October 2026 and supports assessment of accommodation in Colombia. It authorises no glamping project on a particular property and certifies neither safety nor returns. Current rules and exceptions need application to actual facts by competent authorities and professionals. Evidence-based opening supports a service consistent with what the location and operation can sustain. Keep a schedule of continuing obligations so the initial formalisation remains connected with later changes and everyday management.

Accommodation enquiry matrix

Describe capacity, works and operations first. This matrix allocates questions across separate areas; it does not claim identical permits for every project or treat RNT as proof of site feasibility.

Which conditions support the advertised opening?Accepted works, actual capacity, maintenance, guest information and identified outstanding commitments.Review every area before advertising services or dates; one registration does not establish all conditions.
