The advertised price is one part of cost: verify balances, decisions and future obligations using property and jurisdiction-specific records.
Organise costs by cause and timing
Prepare a matrix distinguishing acquisition, holding, development and operating costs. Include evidenced items and flag those needing an enquiry or quotation rather than filling unknowns with invented amounts. Property tax, planning-uplift participation, betterment charges, procedural fees, works and private expenses should not be combined into one tax. Each may involve a different trigger, authority, due event and liable person. Ask the adviser to identify which apply to the property and project. Law 44 governs the property-tax framework and Law 388 planning-uplift participation, while municipal rules specify matters within their competence. Inexpensive land may require investments changing the comparison, whereas another site includes completed infrastructure. The budget should explain payments on purchase and obligations potentially arising afterwards. This separation supports evidence-based negotiation and prevents a general closing estimate from being presented as coverage of every property obligation. Keep confirmed liabilities distinct from provisional development assumptions when comparing alternatives with different levels of readiness.
Connect the bill with the correct property
Request bills and account statements by property identity, comparing folio, location and holder details as relevant. If the lot resulted from subdivision, consolidation or an update, ask how those changes appear in tax information. A receipt for the parent farm may not explain the offered unit's position. Law 44 establishes municipal administration and the property-tax base, including cadastral value or self-assessment within the relevant statutory situation. Do not automatically use the sale price as the base without examining the framework. Check use, area and information underlying the assessment and obtain explanations of discrepancies. Never informally alter a bill to match advertising. For errors, identify the appropriate authority and process and keep filing references and responses. The result should establish which obligation is being checked, for which property and period and on what information before comparing amounts from different sellers. That clarity also prevents a small historical bill from being treated as the expected annual cost of a newly created or differently classified lot.
Verify balances and clearance evidence
A purchaser needs more than a photograph of the latest payment. Obtain relevant information about obligations, periods, interest and known proceedings and review evidence required for transfer. Article 60 of Law 1430 establishes the real nature of property tax, its conditions and rules concerning proof of clearance before a notary. Professional assessment should address application and exceptions; previous liabilities should not be assumed to disappear merely because ownership changes. Connect payments with the correct obligation and verify incorporation where appropriate. If the price will fund payment, define recipient, balance, credit and evidence with the adviser. An agreement between the parties may allocate economic responsibility without itself changing the authority's recovery powers. For a dispute, examine the instrument and appropriate route before assuming an objection automatically suspends every effect. Keep complete information so closing does not depend on a verbal assertion that no debt exists. The final file should show what was paid and which documentary result demonstrates the agreed position.
Assess cadastral changes and holding costs
Cadastral value, market price and tax are related but different concepts. An update or physical change may require review of data and the applicable tax effect; infer no universal percentage increase. Obtain background records and an explanation of the current assessment, preserving document dates. If construction or a use change is planned, enquire how facts must be reported and which obligations may vary under current rules. Do not omit a new house from budgeting because an earlier bill described vacant land. Equally, a high market price does not automatically establish the next assessment. Budget holding costs through clearly identified scenarios using current data. In Medellín, consult the 2026 calendar and provisions applicable to that year; elsewhere, use the municipality's own instruments. Discounts or special treatment require verification of eligibility and dates rather than applying an old promotion or another jurisdiction's rate. Record assumptions separately from official amounts so later updates can be understood without suggesting that the initial estimate was a guaranteed future bill.
Distinguish appreciation from public uplift participation
When a seller mentions plusvalía, they may simply expect to resell at a higher price. Planning-uplift participation under Law 388 is a public mechanism connected with planning actions subject to statutory conditions rather than a synonym for every market gain. Articles 73 onwards address triggers, calculation, instruments and enforceability. Ask the adviser to assess relevant proceedings or entries affecting the property and applicable municipal rules. A proposed POT amendment should not automatically be presented as an assessed liability or secured right to greater development. Identify the instrument, status, area and event making assessment relevant. Absence of an amount in advertising also does not settle the issue. The buyer needs to understand established obligations and dependencies of future development. Keep price expectations separate from tax assessment so promised appreciation or an unknown burden does not distort the budget. Each conclusion should identify its evidence and remain conditional where the necessary administrative facts or decisions have not yet occurred.
Include the development costs actually applicable
For construction-led purchases, enquire about procedures, planning obligations and works applicable to the actual project, together with relevant taxes and private costs. Do not assign every lot the same package or calculate a burden using a percentage copied from another city. Obtain an explanation of each obligation's cause and supporting instrument. Distinguish a technical quotation from an official assessment and an estimated cost from an enforceable debt. If a 2026 benefit or exceptional regime is invoked, verify territory, recipients and conditions before reducing the budget; targeted measures do not extend to every investment in the same department. Negotiate economic allocation of items with legal review and evidence of performance. Project margin also depends on infrastructure, maintenance and possible delays, treated as explicit assumptions. Date the final amount and list outstanding matters so the purchaser understands what may change. A useful budget shows where figures come from and which decisions or quotations must be refreshed before money is committed.
Example: a parent-farm bill accompanies a newly created lot
A seller offers a subdivided lot and shows a recent payment for the original farm to demonstrate low annual cost. The purchaser compares property identity and instruments and asks how the new unit will be assessed and which obligations remain outstanding. Advertising also promises greater capacity from a POT review without distinguishing proposal, adoption and uplift-participation instruments. The adviser organises enquiries and separates current data from assumptions. This hypothetical example does not claim every subdivision increases tax or every review produces a particular charge. It shows why identity and instrument status matter before figures are extrapolated. The purchaser may retain a supported allowance and negotiate conditions concerning established liabilities instead of accepting a supposedly definitive amount. A paid receipt proves something for its own property identity and period rather than the entire tax and financial position of another property. Keep the comparison documented so later answers can update the budget without erasing the original uncertainty or implying that the seller's historical figure applied automatically.
Deliver a traceable budget and balance review
The purchase file should contain account statements, instruments, payments, quotations and responses identified by property and date. Summarise established obligations, estimated items and outstanding questions in separate columns. Before completion, refresh necessary information and review required evidence with the lawyer and competent institution. Afterwards preserve payment incorporation records and address relevant information changes or proceedings. When advertising, avoid unsupported claims of minimal taxes, absence of every burden or guaranteed benefits. This guide received editorial review on 14 October 2026 and calculates no individual taxpayer's assessment. Medellín's calendar is cited for that jurisdiction and year rather than other municipalities or periods. The decision requires applying current laws and local rules to actual facts. A useful budget explains the cost of acquisition, holding and development while making clear which amounts are confirmed and which remain dependent on a result. Keeping evidence behind each figure supports later updates and informed comparison with other properties rather than a misleading single total.
Obligations and closing-evidence worksheet
Create a worksheet for each property and tax period. Copy obligations from their source rather than replacing an unknown cost with zero. Contractual cost allocation is reviewed separately from liability to the authority.
| Review question | Evidence to record | Next action |
|---|---|---|
| Does the charge relate to the property being negotiated? | Municipality, cadastral reference, folio, period and person identified in the received document. | Clarify parent references or subdivisions before allocating the balance to the portion being sold. |
| Which base and item explain property tax? | Assessment, identified base, included items and municipal decision or information supporting the charge. | Discuss differences with the cadastre and treasury; commercial price and tax base require separate examination. |
| Which balance and evidence will be used on transfer? | Account statement, payments, agreements or disputes and required evidence of the property’s position. | Check currency and scope with the adviser; challenging a charge does not itself establish suspension or clearance. |
| Is there a decision concerning planning gain? | Planning action, any assessment decision, property identification and reviewed condition for payment becoming due. | Distinguish announcement, triggering event, assessment and payment requirement; expected market appreciation does not answer them. |
| Which transaction costs remain unquoted? | Notary, registry, fees, studies and other items marked included, excluded or outstanding, with proposed responsibility. | Obtain transaction-specific amounts and agree allocation; avoid a universal closing-cost percentage. |
